In this chapter, Prof. Tiago de Oliveira Pinto explains what safeguarding measures are. He discusses the difference between general safeguarding measures, which create favorable general conditions, and measures or plans for the safeguarding of specific elements of living heritage. The design and implementation of any safeguarding measure should reflect the involvement of the communities. They are best placed to determine whether they want or not want to safeguard a specific practice or expression, what the threats and risks are, what measures – if any – should be undertaken and who would be involved.
