In this chapter, Havard Halland asks what a cash-constrained, resource-rich country should do if it needs infrastructure but can not pay for it out of current tax revenues and does not have credit to borrow. He then gives a typical example to explain what would happen and explains the Resource Financed Infrastructure model of the World Bank. He describes what governments should consider when considering whether to acquire infrastructure through the RFI model.
