What should governments do using taxation, regulation, public financing, or other public policy tools to achieve the low-emissions solutions that are necessary to achieve sustainable development? In this chapter, twelve key principles are outlined to guide the transformation, whether at the local, national, or global level, to move to zero-net greenhouse gas emissions around the middle of the century. This is a complex challenge, because public policy is not a simple solution, and principles of good public policy must be well defined as we move forward to implement a low emissions strategy.
