South Africa has generally experienced economic growth since its transition to democracy in 1994, but has not seen the type of attendant gains in welfare one might have hoped for. These have been stifled, in large part, on account of the country’s high and increasing inequality. How policymakers address this issue impacts a wide range of development outcomes.
